I mean if you look at an armored vehicle what are you going to aim for? Tires. With an IED on an armored vehicle you can blow out the tires. It doesn't matter how well you absorb that explosion if you can't move.

From what I hear it just isn't a good idea to be in a Humvee anywhere near IED's...
I imagine these are well armored/reinforced tires with sidewalls that won't cave in from a few bullets?

I'm guessing this is more about stopping small arms than protecting against an IED. Note the cage over the gun turret. The only thing that's going to stop is rocks and bottles. This vehicle may be intended more for crowd control or an urban environment where IEDs aren't as much of a concern. I don't imagine there's much of anything on that vehicle that will stop an RPG.

They use BF goodrich(EDIT:They are goodyears) tires that are some variation of runflat's.

Well that as well of course but if someone in front of you deals with an IED this would deal with shrapnel nicely.

Correct. Humvees were never designed to be heavily armored troop transporters. The fact they can even be modified to accommodate heavy armor is testament to their modularity.
But even having said that, there's a reason why we have MRAPs.

They have solid rubber inserts, which are a huge pain in the ass to install.
